Michael L. Middleton
Chairman of the Board
Michael L. Middleton is the Chairman of the Board for The Community Financial Corporation and its banking subsidiary, Community Bank of the Chesapeake, Waldorf, Maryland. Mr. Middleton joined the Bank in 1973 and was promoted to President and Chief Executive Officer in 1979. Mr. Middleton assumed his role as Executive Chairman of the Board on July 1, 2014. Prior to joining the Bank, Mr. Middleton was employed by KMPG-Peat Marwick, Baltimore, Maryland.
Mr. Middleton graduated from Bellarmine University, Louisville, Kentucky with a Bachelor of Arts degree in Accounting. He earned his Master of Business Administration with a concentration in Finance from the Robert H. Smith School of Business at the University of Maryland.
His professional accreditation includes a Certificate of Public Accounting and the Program for Negotiation for Senior Executives at Harvard University.
Mr. Middleton is the former Director and Chairman of the Board of Directors of the Maryland Bankers Association and the Federal Home Loan Bank of Atlanta and was a Director of the Council of the Federal Home Loan Banks. He is a former director of the Federal Reserve Bank of Richmond, Baltimore Branch and a member of the Federal Reserve Board's Community Depository Institutions Advisory Committee.
Mr. Middleton gives generously of his time. He is a director on several boards, philanthropic foundations and a historical preservation foundation.
William J. Pasenelli
Chief Executive Officer
William J. Pasenelli is the Chief Executive Officer of Community Bank of the Chesapeake. Prior to joining Community Bank in 2000, Mr. Pasenelli served as the Chief Financial Officer of Acacia Federal Savings Bank, Annandale, Virginia.
Mr. Pasenelli graduated magna cum laude from Duke University with a Bachelor of Arts degree in Management Science. He is a graduate of the National School of Banking.
Mr. Pasenelli is a member of the American Institute of Certified Public Accountants and the Greater Washington Society of Certified Public Accountants.
Mr. Pasenelli serves on civic and community organizations. He previously served on the Board of Habitat for Humanity of Northern Virginia as Treasurer. He also served in Board advisory positions for the Presbyterian Church of the Atonement, including Treasurer.
James M. Burke
President and Chief Risk Officer
James M. Burke is President, Chief Risk Officer of Community Bank of the Chesapeake. Mr. Burke joined the bank in December 2005. Prior to joining Community Bank, Mr. Burke served as the Executive Vice President and Senior Loan Officer at Mercantile Southern Maryland Bank in Leonardtown, MD.
In his current capacity, Mr. Burke is responsible for the efficient and effective governance of significant risks and related opportunities, balancing the risk and reward of those opportunities with the Bank's strategic objectives and goals. Mr. Burke is also responsible for coordinating the organization's Enterprise Risk Management (ERM) approach.
Mr. Burke received his Bachelor of Arts in Political Science from High Point College, High Point, North Carolina. He is a graduate of the Maryland Bankers School and the East Carolina Advanced School of Commercial Lending.
Mr. Burke is the Chair of the Quality Council for the University of Maryland Charles Regional Medical Center. He is also on the Board of Directors for the Arc of Southern Maryland.
Gregory C. Cockerham
Executive Vice President and Chief Lending Officer
Gregory C. Cockerham is Executive Vice President, Chief Lending Officer of Community Bank of the Chesapeake. Prior to joining Community Bank in 1988, he worked for Maryland National Bank. Mr. Cockerham has over 30 years of banking experience, primarily concentrated in commercial lending.
Mr. Cockerham received his Associate of Arts from the College of Southern Maryland and his Bachelor of Science degree in Business Management from West Virginia University. He is also a graduate of the Maryland Bankers School, University of Maryland.
Mr. Cockerham donates a great deal of time to the Southern Maryland community. He is Chair of the Board of Directors for the College of Southern Maryland Foundation, as well as the President of the Rotary Foundation Board. Additionally, Mr. Cockerham is a member of the Maryland Chamber Board of Directors, Chair of the Charles County Board of Education Co-Op Board, a member of the Grace Brethren School Board, Finance Chair of the Potomac Baptist Association and Chair of the Maryland Title Center Board of Directors. He is also actively involved in Marbury Baptist Church in various capacities including Past Chair of Deacons, Sunday School Teacher and Chair of Personnel.
James F. Di Misa
Executive Vice President and Chief Operating Officer
James F. Di Misa is Executive Vice President, Chief Operating Officer of Community Bank of the Chesapeake. Mr. Di Misa joined Community Bank in 2005 as Senior Vice President in charge of operations. Prior to joining Community Bank, Mr. Di Misa served as Executive Vice President for Mercantile Southern Maryland Bank in a similar capacity. Mr. Di Misa has over 30 years of banking experience.
Mr. Di Misa earned his Associates of Arts degree from the College of Southern Maryland. He then graduated from George Mason University, Fairfax, Virginia with a Bachelor of Science degree in Business Management. He received his Master of Business Administration from Mount St. Mary's College in Emmitsburg, Maryland.
Mr. Di Misa is also a graduate of the nationally recognized ABA Stonier Graduate School of Banking.
Mr. Di Misa is Chairman of the Board of Trustees for the Maryland Bankers School, past President and Founder of the La Plata Business Association, Chairman of Charles County Rotary Scholarships program; Charles County Rotary Club Past President; Governor Appointment (2008-2014) to the Tri-County Workforce Investment Board and on the board for the Town of La Plata Ethics Commission.
Todd L. Capitani
Executive Vice President and Chief Financial Officer
Todd L. Capitani is Executive Vice President and Chief Financial Officer for Community Bank of the Chesapeake. Mr. Capitani joined the bank in 2009. Prior to joining Community Bank, he served as Senior Manager at Deloitte Consulting and as Chief Financial Officer at Ruesch International, Inc. Mr. Capitani has over 25 years of experience in government contract accounting, controllership, corporate finance, business operations and external audit.
Mr. Capitani earned his Bachelor of Arts in business economics with a concentration in accounting from the University of California at Santa Barbara. He is a member of the American Institute of Certified Public Accountants.
Christy M. Lombardi
Executive Vice President and Chief Administrative Officer
Christy Lombardi is Executive Vice President, Chief Administrative Officer of Community Bank of the Chesapeake. She is responsible for administrative and corporate governance matters for the Company, and oversees human resources and shareholder relations. Mrs. Lombardi joined Community Bank in 1998. She has 20 years of banking experience.
Mrs. Lombardi earned her Associates of Applied Science degree in Management Development from the College of Southern Maryland. She then graduated from University of Maryland University College with a Bachelor of Science degree in Human Resources Management. She received her Masters of Management from University of Maryland University College in 2014 and is currently pursuing a Masters of Business Administration.
Mrs. Lombardi is also a graduate of the Maryland Bankers School.
Mrs. Lombardi is the Vice Chair of the Calvert County Chamber of Commerce Board of Directors and serves on the Advisory Board for the Maryland Banker’s Association Council of Professional Women in Banking and Finance.
